In order to address the possibility for a public building, the project is composed of only what is necessary to create space. It is not a composition of elements, but a system; hinged on the form and distribution of its service cores. As social aspiration, structural and climatic proficiency culminate here, they inevitably direct the inner life of the building. Materialised through a non-figurative arrangement of pillars and slabs, the architecture represents nothing apart from what it does. Accordingly, the potential of an open-ended space is explored as the first principle for the making of a community in the city.
